For example, when someone asked "When do I have to fill out this form?", then give an answer "for(by/until) yesterday".

This expression emphasizes the need for haste.
Para means "for", ayer means "yesterday."
I rackon Koreans will be very embarrassed when someone tell koreans like this.
→ I reckon Koreans will be very embarrassed when someone says this to them.
